Access to health care is vital to enable people with disabilities to enjoy a decent quality of life and to participate in education, employment and other activities. There are several governmental programs that provide medical assistance to people with disabilities. This Chapter explains these programs, including eligibility, the types of medical benefits provided, and your rights if you are denied assistance.
Section 1 describes the Pharmaceutical Assistance Program, which is administered by the Illinois Department of Revenue. That program provides certain prescription medications at a low cost to low-income people with disabilities.
Sections 2 and 3 explain the Medicaid Program, which is administered by the Illinois Department of Public Aid. That program provides coverage for a wide range of medical care for low-income Illinois residents. Eligibility conditions and types of services covered for adults are discussed in Section 2. Eligibility and coverage of children are discussed in Section 3, which explains KidCare. This program includes coverage for a wide range of medical care for lower-income children whose household income is over the Medicaid limit.
Section 4 examines the Medicare Program, which is administered by the federal Health Care Financing Administration. That program provides coverage for a wide variety of inpatient and outpatient medical care for people with disabilities and senior citizens.
Section 5 explains the Qualified Medicare Beneficiary Program, which is administered by the Illinois Department of Public Aid. That program provides coverage for Medicare premiums, co-payments and deductibles for low-income people with disabilities and senior citizens.
Section 6 discusses the State of Illinois Comprehensive Health Insurance Program (CHIP), which is administered by the Illinois Department of Insurance. That program provides access to health insurance coverage for Illinois residents who are otherwise unable to obtain health insurance because of serious health problems.
