Who can apply for a state ID or driver's license in Illinois?

Illinois residents who meet certain requirements can apply for a state ID or driver’s license. There is no minimum age for a state ID, but applicants must be at least 16 to get a driver’s license and meet additional conditions, like completing driver education (if under 18) and passing vision, written, and driving tests.

All applicants must show documents proving their name, date of birth, signature, Illinois residency, and either a Social Security number or proof of ineligibility.

Other rules may apply based on your age, immigration status, or the type of ID or license you need. Visit the Illinois Secretary of State’s website for full details and a list of accepted documents.

Can undocumented immigrants get a driver's license in Illinois?

Yes. As of July 1, 2024, Illinois allows undocumented individuals to apply for a standard driver’s license. What is a REAL ID, and how do I get one?

A REAL ID is an optional version of a state ID and driver’s license that meets federal identification standards. Starting May 7, 2025, a REAL ID or U.S. passport will be required to fly domestically or enter certain federal buildings. It looks like a regular license or ID, but has a gold star in the top right corner.

To get a REAL ID, you must apply in person at a Secretary of State office and bring documents that prove your identity, Social Security number, Illinois residency, and signature. If your name has changed, you must also bring legal documents linking your current name to your identity documents. Non-citizens must also provide documentation that proves identity and lawful status.

REAL IDs cost the same as standard IDs or licenses. You can use the REAL ID checklist to make sure you have everything you need.

What documents do I need to apply for a state ID or driver’s license?

To apply for a state ID, you must present documents that prove your:

  • One document with your written signature (Group A), like a current driver’s license or ID, a major credit or debit card, mortgage documents with your signature, a passport, or a Medicare card.
  • One document proving your identity and date of birth (Group B), such as a certified US birth certificate, a passport, or a citizenship certificate.
  • One document proving your Social Security number (Group C), including an original Social Security card, W-2 or 1099 form showing full SSN, a pay stub with name and full SSN, or SSA-1099 or non-SSA-1099 tax form.
  • Two documents proving Illinois residency (Group D), such as a utility bill, bank statement, or rental agreement.

Can I apply for a state ID if I don’t have a Social Security number?

Yes, if you are ineligible for a Social Security number, like some visa holders, you can still apply. You'll need to sign a Social Security Affidavit at the facility and provide the other required documents. Learn how to request an ID card if you are an immigrant.

Where do I apply for a state ID or license, and do I need an appointment?

To apply for a driver’s license or state ID in Illinois, you must go in person to a Secretary of State facility (also called a "DMV"). Locate your nearest DMV facility and check if an appointment is required.

How long is a state ID or license valid, and how do I renew it?

A state ID is usually valid for 5 years, and a driver’s license is valid for 4 years, both expiring on your birthday. You can find the expiration date in the “4b EXP” section of your card. 

You can renew your ID or license up to one year before it expires. If you receive a renewal letter from the Secretary of State with a PIN or Renewal Authorization Number, you can renew your ID or license online. Otherwise, you’ll need to renew in person. You will likely need to make an appointment. At the appointment, you will present your old ID or license, take a vision test, and have your picture taken. You may also need to take the written or driving test.

If you are in the military and stationed outside of Illinois, you can delay renewal for up to 120 days after your discharge or return to Illinois. Request a free Military Deferral Certificate by emailing [email protected] and carry it with your expired license during the deferral period.

How do I replace a lost, stolen, or damaged ID or license?

You can replace your ID or driver’s license online or in person. Some things, like name or address changes, can’t be done online. In those cases, you’ll need to go in person. You can check if you are eligible to replace your ID or license online. If you need to visit a DMV facility in person, check if you need to make an appointment.

How do I update or correct the information on my ID or license, and what documents do I need?

If you need to update or correct your name, date of birth, address, Social Security number, or gender on your driver’s license or state ID, you must visit a Secretary of State office, bring documents showing the change, and pay any required fees. You may need to make an appointment depending on the location.

For example, to update your name, you can bring a marriage certificate or a court order. To update your address, bring a utility bill with your new address. See a list of acceptable documents, or review the Secretary of State's acceptable identification documents chart.

How much does it cost to get or renew a state ID or driver’s license?

In Illinois, the cost of a state ID or driver’s license depends on your age and situation. Seniors, children, and people with disabilities usually pay less. IDs are free for people who are homeless or age 87 and older. A REAL ID costs the same as a regular ID or license. Other types of licenses, like commercial or motorcycle licenses, or getting a suspended license back, may cost more. For a full list of fees, visit the Illinois Secretary of State website.

How long can I use my out-of-state or foreign license after moving to Illinois?

If you move to Illinois, you can use a valid out-of-state or foreign driver’s license for up to 90 days. Illinois does not recognize the International Driver’s License. 

If you plan to become a permanent resident, you must get an Illinois driver’s license within that 90-day period. If your foreign or out-of-state license expires before the 90 days are up, you must get an Illinois license as soon as possible. 

To avoid delays, it's a good idea to gather the required documents and visit a Secretary of State's office soon after you move.

What is an Illinois Person with Disabilities Identification Card, and how do I get one?

A Person with a Disability ID card is a photo ID issued by the state that serves as proof of identity and disability status. It can be used for things like accessing services, opening a bank account, or proving eligibility for certain benefits. A Person with a Disability ID card is not a driver’s license and does not give you permission to drive.

Can I get a state ID or driver’s license if I don’t have a permanent address or am experiencing homelessness?

Yes. You’ll need to fill out a Homeless Status Certification form with help from a shelter or service provider. This lets you use the agency’s address on your ID and may also waive the fee. Do I need to carry an ID or driver’s license?

In most situations, you don’t need to carry an ID or driver's license. There is no law that says you must carry ID or a driver’s license just for walking around or riding in a car as a passenger.

However, if you are driving, you must carry a valid driver’s license. If you're pulled over, the law requires you to produce your license if asked by the police. If you don’t have your license with you, the police can give you a ticket. If your license was valid at the time, you can show it later in court, and the charge may be dismissed.

Are there special rules for drivers under 18 years old?

Yes. If you’re under 18, there are rules about when you can drive and who can ride with you. For example, you may not be allowed to drive late at night and may have limits on having passengers in the car. If you are under 19, there are also rules about using a cell phone while driving.
