If a person needs emergency Supplemental Nutrition Assistance Program (SNAP) benefits or food stamps, they can apply with the Illinois Department of Human Services (IDHS). IDHS decides whether you qualify for emergency SNAP benefits based on your reported income, assets, and housing expenses. Learn more about Getting emergency or expedited SNAP benefits.
You can apply for emergency or expedited SNAP benefits by:
- Filling out an Application for SNAP benefits, Cash, or Medical Assistance online.
- Completing a paper application and submitting it by U.S. mail, fax, or hand delivery to your local Family Community Resource Center (FCRC) office.
- Filling out an application at your local IDHS office This is also known as your local FCRC office.
You can call the helpline 24 hours a day at (800) 843-6154 to find your local FCRC. The helpline is open between 8:00 A.M. and 5:00 P.M., Monday through Friday, except on holidays. An automated response is available outside those hours.
Be sure to sign your application on the very last page, page 11.
After you submit your application, IDHS will decide if you might be eligible for emergency help. If so, IDHS must interview you either that day, or the next workday to confirm your eligibility. If your interview is over the phone, the number may be blocked or show up as an unknown call. Be sure to answer your phone if you are expecting an interview call.
After your interview with a caseworker, IDHS will make a decision on your application. Be sure to attend your scheduled interview.
Submit proof of your household's income, expenses, and resources to IDHS within five days after you turn in the application. You can also ask IDHS to help you get any requested information from third parties.
If you need more time to get this information, your SNAP benefits may still be approved. This is more likely if IDHS can quickly identify you. Be sure to bring a form of photo identification, like a driver's license or state ID. You must still get the requested information to IDHS by a later due date. IDHS will give you the deadline.
If you are approved for expedited SNAP benefits, IDHS should give you the SNAP benefits within 5 days from when you apply. Usually, you will be given a Link card which will have the SNAP benefits on it.
If you disagree with IDHS and think your application should not have been denied, then you can file an appeal.
