At Illinois Legal Aid Online (ILAO), we understand that you are bombarded with news and information every day. Recent executive orders and media reports may be creating uncertainty and raising important questions about their impact. We want to reassure you that we are actively monitoring these issues as they develop.
We are working with The Chicago Bar Foundation and a Rapid Response Advisory Committee that includes relevant legal experts to understand how these changes might affect you. Over the coming weeks and months, we will update our legal information to offer accurate, clear, and actionable guidance.

What is an executive order?
An executive order is a written rule from the President of the United States that tells government workers what to do. It is not a law made by Congress. Instead, it uses the President’s powers to direct government operations. Every president has made at least one executive order.
Congress can undo an executive order by passing a law that overrides it. Congress can also make an order harder to follow by controlling the money needed to implement it.
Executive orders can be challenged in court if people think they go against the Constitution or other laws. Judges can decide whether the executive order is fair and legal. An executive order can last as long as the President wants it to. A new President can cancel an order or replace it with their own executive order. You can read the President’s executive orders.
Executive orders and state laws
The State of Illinois has laws that are different than some of the recent executive orders. It is unclear the impact these orders will have in Illinois. If you are worried about how these may impact you or our communities, see these resources:
