Job Description

The Legal Access Solutions Manager is responsible for cultivating and managing partnerships with legal aid organizations across Illinois to ensure that ILAO’s legal access platforms, including Get Legal Help on IllinoisLegalAid.org and our SMS-based ILAOHelps! service, effectively meet the needs of both providers and clients. This individual works closely with legal aid partners to maintain and update case acceptance priorities, program information, and other referral data to ensure consistent and accurate referrals to legal services and information, and build trust and ownership in the statewide access ecosystem. The Manager serves as a bridge between legal service providers and ILAO. They help partners align their business processes with online triage and intake, while collaborating with technical staff to ensure that product functionality supports access to justice goals.

ILAO is fully remote, with periodic, in-person meetings. Position must be based in Illinois.


PRIMARY RESPONSIBILITIES

Partner Support & Case Acceptance Management 
50%

  • Build, maintain, and strengthen partnerships with Illinois legal aid organizations that partner with us to accept clients via our digital channels
  • Serve as the primary liaison to legal aid partners on intake, referral, and case acceptance priorities.
  • Facilitate regular conversations with partners to review and update acceptance criteria, ensuring they reflect changing program priorities and resources.
  • Develop and maintain onboarding programs and documentation to help partners understand and effectively use our digital legal access channels
  • Work with partners to ensure their organizational information, intake settings, and referral rules are current, accurate, and consistently applied.
  • Provide ongoing support to partners, helping them troubleshoot and resolve issues related to case acceptance and triage.
  • Facilitate the collection of data for a regularly updated dashboard and review dashboard findings with legal aid partners to promote shared understanding and continuous improvement.


Business Needs & System Alignment

  • Evaluate the business needs of legal aid providers for online triage and intake, and translate those needs into actionable system configurations.
  • Collaborate with the Integrations Engineer to ensure that case acceptance priorities and triage logic are accurately reflected in Get Legal Help and related digital platforms.
  • Analyze data and feedback from partners to identify opportunities for greater alignment across the legal aid ecosystem.
  • Facilitate conversations among partners to encourage statewide consistency in intake and referral practices where possible.
  • Promote adoption of plain language, usability, and accessibility standards within intake and referral processes.

Market Engagement & Collaboration 
15%

  • Represent ILAO in statewide and local collaborations related to access to justice, legal intake, and referral systems.
  • Build trust and credibility with legal aid partners by acting as a knowledgeable and responsive resource.
  • Facilitate the quarterly statewide website stakeholder group
  • Attend in-person and virtual meetings with legal aid partners
  • Explore opportunities to integrate Get Legal Help and related digital platforms into broader human services ecosystems, in collaboration with all ILAO departments.
  • Share insights from partner engagement to inform ILAO’s programs and services and access-to-justice strategies.
  • Provide periodic training to legal aid partners on ILAO products and services.

Other activities

  • Collaborate with the product team to communicate partner needs, identify system improvements, and ensure that our legal access initiatives continue to meet statewide priorities.
  • Maintain awareness of trends in legal intake, referral systems, and human services technology that can strengthen OTIS and ILAO’s partnerships.
  • Help identify and pursue potential funding sources and participate in grant proposals and reporting.
  • Participate in fundraising activities, events, and campaigns.
  • Participate in staff and other administrative meetings.
  • Other responsibilities as assigned.

 

Qualifications

Education/Experience:

  • Bachelor’s degree in social sciences, public administration, communications, human-computer interaction, information management systems, or a related field, or equivalent experience.
  • Demonstrated ability to build and sustain professional relationships with partner organizations, especially in collaborative or coalition-based settings.
  • Strong written and verbal communication skills, including the ability to present data findings in accessible ways.
  • Experience managing, analyzing, or using data to inform decision-making.
  • Proficient in using computers and mobile devices, including fluency with the Internet, mobile apps, and Google Workspace (Docs, Sheets, Slides, Drive).
  • Ability to quickly learn new software platforms and tools.

Preference is given to candidates with:

  • Experience working in or with legal aid organizations, or in a related access-to-justice or human services environment.
  • Familiarity with online intake, referral, or triage systems.
  • Knowledge of plain language and usability best practices.
  • Comfortable facilitating group discussions and managing differing perspectives among stakeholders.
  • Experience facilitating buy-in and change management among partners when introducing new processes or technology.
  • Experience using Tableau or other data visualization tools
  • Experience using Salesforce

Salary: $70,000 - $80,000

Benefits: ILAO offers a comprehensive benefits package, including health and dental insurance, life insurance, long-term and short-term disability insurance, health and dependent care flex spending account; 15 paid days off and 15 holidays in the first calendar year of employment; and, 403(b) retirement plan, to which ILAO contributes a required 1% of salary monthly. ILAO has a flexible workplace policy that supports remote work, wellness, and work-life balance.
