Medicaid is a joint state and federal program that pays for medical costs for people with low income. It is run by the Illinois Department of Healthcare and Family Services (IHFS). However, most but not all applications are reviewed by the Illinois Department of Human Services (IDHS). 

Each Medicaid program has its own income and other requirements. To get benefits, you might need to provide proof that you qualify. The IDHS or IHFS staff will tell you if you need to submit proof.
