The Percentage of Income Payment Plan (PIPP) is available for Low Income Home Energy Assistance Program (LIHEAP) eligible households. When you apply for LIHEAP, you can choose to receive your benefits in one direct payment or in monthly installments under PIPP.
PIPP allows low-income households to put 6% of their gross income towards utility bills and LIHEAP funds cover the rest of the bill up to $100 on the primary account and up to $50 on the secondary account. If PIPP participants regularly pay their portion of the bill on time, then some of their debt is forgiven.
The application process and qualifications are the same for LIHEAP and PIPP. Talk to your local energy assistance agency to apply for PIPP.
If you participated in PIPP and no longer receive help from the PIPP program, contact your utility company to develop a plan to stay up to date on your utility bills.
