LIHWAP may help you with your water and wastewater utility bill. You can apply for LIHWAP when you apply for your Low Income Home Energy Assistance Program (LIHEAP).
LIHWAP provides low-income households with up to $400 for water and wastewater services. The amount depends on the poverty level. Households may qualify for a benefit up to $1,500 if they:
- Facing the threat of disconnection, or
- Have already been disconnected.
Customers now also qualify to reduce their water and sewer bills if they do not owe a balance.
The applications for LIHWAP are still being accepted in some Illinois counties. It depends on the funding availability. Several counties are out of funds. Check with your local agency immediately to find out if funds are available.
The application process and requirements are the same as for LIHEAP. Households that earn up to 200% of the federal poverty guideline may qualify for help. You can check if your 30-day household income meets the requirement by visiting the Help Illinois Families website.

You can apply for LIHWAP at the same time you complete your LIHEAP application. Visit Help Illinois Families to request services in your county. See the list of Community Action Agencies to learn where you can apply in your county.
